Yep. that was done free-hand with a sharpie marker. When you look at it up close you can really make out the strokes from the pen. It looks exactly like what you would think Sharpie marker on paint would look like.

Just found out that the car was covered in clear vinyl, then the sharpie was drawn onto the vinyl!
