I managed to grab a shot of this funky little device as it drove past. I have no idea what it is. Any ideas? It either has inboard brakes, or no brakes at all.

Vinay The Oracle steps up to the bat and identifies it as a Fiat Topolino 750MM Zagato Coupe. I dunno how he does it.
